About Extension Reforms EMS
The EMS is Web enabled online monitoring system for Monthly Progress Report (MPR)
under ATMA Programme. All the components of this scheme would be monitored for Physical
and Financial progress. The states have to login by choosing their State and Password
for State level and for District level State and District and District password.For
Sameti, State and district as Sameti for which targets and Performance are to be
entered. State level can enter Targets and performance for all their districts by
entering the State level password and choosing the district.
About MIS System of Agri-Clinics and Agri- Business Centre Scheme
Agri-Clinics and Agri-Business centres Scheme was launched in April 2002 by Government of India
with the objective to supplement the public extension system through committed private extension services
at free or nominal cost by educated and trained candidates in a self employment mode, by Extension Division
of Department of Agriculture, Cooperation & Farmers Welfare (DAC&FW), Ministry of Agriculture & Farmers Welfare,
Government of India.
There are two main components for the scheme: Training and Subsidy.
National Institute of Agricultural Extension Management (MANAGE), Hyderabad, provides training to Agricultural Graduates
through Nodal Training Institutes (NTIs) under Agri-Clinics and Agri-Business Centres Scheme (AC&ABC) for performing extension
services.
The trained candidates would establish business units under agricultural allied activities.
Subsidy component is implemented through National Bank for Agricultural and Rural Development (NABARD), Mumbai.
Trained candidates establishing agri-ventures availing credit facilities are extended with subsidy depending on
their project, gender, social category and regional preferences.
In order to effectively monitor the training activities as well as subsidy disbursal under Agri-Clinics and
Agri-Business Centres Scheme (AC&ABC) and to disburse/release funds for the training, incentive and subsidy through
Direct Benefit Transfer (DBT) to the Nodal Training Institutes (NTI) / candidates, DAC&FW wants to design, develop
and implement a web-enabled Online system.
